Three Bylaws Proposals

(New GPMI office)...
1.  Article IV, Sect. 8...  Press Secretary
    
    "A)  With cooperation of officers and volunteers,
    coordinates all media operations of GPMI, coor-
    dinates public relations campaigns of GPMI, acts
    as primary spokesperson for GPMI to local, state,
    and national media; holds a permanent position 
    on the Media Committee."

2.  Article V, Sect. 5.  Media Committee.
        (Drop the last three sentences.)

3.  (Proxies)
    Article VII, Sect. 1

    a) "a consensus of individual Green Party members
    attending a state quarterly meeting and votes cast by
    proxy, or if a consensus cnnot be reached, a 67% 
    (2/3)vote of members present and votes cast by
    proxy."        (May need slight re-wording)

   Article VII, Sect. 6

    "Any GPMI member, unable to attend a state quarterly
    meeting, may choose to invest their vote in a 'proxy.'
    Proxies so chosen may attend the meeting as repre-
    sentatives of their invested votes, and may propose 
    and debate freely as individuals.  The cast a vote for
    themselves as well as the number of votes with which
    they have been invested."
